Momen liburan dan perhelatan Pemilu menjadi berkah bagi para pelaku industri makanan dan minuman (mamin) olahan. Pasalnya, sekitar 20-30 persen anggaran pemilu dipastikan dibelanjakan untuk sektor ini.

Menurut Ketua Umum Gabungan Pengusaha Makanan dan Minuman Indonesia (Gapmmi) Thomas Dharmawan, jika anggaran Pemilu saat ini di kisaran Rp 6 triliun, maka partai-partai pendukung Pemilu bisa mengalokasikan sekitar Rp 1 triliun-2 triliun untuk mamin olahan.

Thomas mengatakan, perkembangan industri mamin pada semester I/2009 cukup menggembirakan. Meski pertumbuhannya melambat, namun tetap ada kenaikan. Semester I/2009, penjualan mamin mencapai Rp 200 triliun secara nasional, atau tumbuh 6-10 persen dibanding semester II/2008.

“Industri mamin terdongkrak musim liburan sekolah dan dua kali agenda Pemilu. Selain itu turunnya gaji ke-13 PNS. Dari jumlah itu, kontribusi Jatim sekitar 30 persen. Ini belum seberapa dibandingkan semester II/2009 nanti yang diprediksi bisa tembus Rp 230 triliun secara nasional,” katanya.

Lazimnya orang mendapat tambahan uang, lanjut Thomas, biasanya untuk memperbaiki gizi. Misalnya untuk membeli susu atau makanan bergizi lainnya. Pembelanjaannya di produk mamin olahan bahkan mencapai 50 persen.

“Meskipun harga gula dan minyak goreng terus merangkak di semester I/2009, pengaruhnya tidak terlalu signifikan terhadap omzet industri mamin. Harga gula naik karena impor raw sugar ditahan, dan akan dilempar kembali ke pasar pasca Pilpres. Jadi, importir gula wait and see,” paparnya.

Menurut Thomas, pertumbuhan industri mamin ini juga bisa pesat apabila mendapat dukungan dari perbankan. “Kalau perbankan mau menurunkan bunga kredit di sektor pertanian yang saat ini bertahan 13 persen, mendekati BI Rate yang kini 6,75 persen akan lebih bagus,” katanya.

Akibat bunga kredit yang tinggi, harga bahan baku produksi bagi industri makanan juga masih tinggi. “Ini menyebabkan pertumbuhan industri makanan dan minuman akan tetap berada di 6-10 persen,” jelas Thomas.

Berdasarkan data Biro Pusat Statistik (BPS) Jawa Timur, pergerakan indeks harga konsumen cenderung naik sejak April yang di titik minus 0,47 persen (deflasi). Pada Mei dan Juni, terus naik dari 0,02 persen ke 0,32 persen.

Penyumbang inflasi terbesar adalah perubahan harga cabe rawit, bawang putih, gula pasir, beras, dan emas perhiasan. Angka inflasi Jatim melebihi angka nasional. Secara year-on-year, inflasi Jatim 4,01 persen, sementara nasional 3,65 persen.
